The financier acquired a smaller island - Little St James - back in 1998, but subsequently obtained the larger Great St James in the year 2016 for around $22.5 million.
The released images suggest he had formulated plans to transform the 161-acre island by building residences, an performance venue, an office beneath the waves and a pool.
Marked on the plan is a channel, a waterway in the region, noted on the lower right-hand corner.
The site plan is annotated in notations in red and includes a notes section identifying various sections of the land.
Alongside this are what look to be nine other site drawings and engineering blueprints, such as layouts for dock shelters.
